I could guess that the number of employees surfing the internet at work and doing some holiday on-line shopping are at all-time-highs this time of the year. All that internet traffic must be seriously clogging up the bandwidth. This probably accounts for the painfully slow internet connection we're having at the hospital today.

Or, this could be the brainchild of some IT mastermind, who's convinced the upper level managers that slowing the internet speed down to 56k range, while keeping the intranet speet at T1 speed, will discourage people from frivously surfing the internet instead of working.

It could be true. And that plan might actually work. I'm so fed up with the slow connection that I'm thinking of going back to work... as soon as I'm done posting this on Blogger.
